On the Web, if you see a graphic you like, you can "right click"on it and save it to your own drive. Then you can use it whenever you like.
However, when you want to use graphics created by someone else, you should ask permission unless their terms of use are clearly stated.
Most people who make Web pages have found their favorite places to get graphics that are legal to use. I have wasted a lot of time looking through graphics collections that I didn't like much. Then I found this "Graphics Ring" and it seems to me that there are a lot of nice graphics available at many of these sites. All the sites I have visited here make clear how to use them legally.
People are often curious about the moving graphics on many Web pages. You can collect, store, and use those just like stationary graphics. Find one you like, save it, put it on a page of yours, and then upload it to the Web. Don't be surprised if it doesn't move in your Web editor. It will when you upload it.
